upload the video of the run to youtube => open the game's page on sr.com => submit run => insert video link (and other necessary stuff, such as run time, platform etc)
make sure you submit to the right category. it's not a big deal if you make a mistake there, cause the mods will most likely fix it for you, but it's best to double-check everything before submitting
contact him about it (he probably has a link to his twitch channel or discord in his user info) or leave a post in the game's forum addressing your problem

Just because he is a mod, doesn't mean he can decide who gets to have a run on the leaderboard. If your time is valid, he has to verify it.
The solution would be to use the above link if the moderator rejected the run purely because of wanting to stay on top, and not for valid concerns. Most moderators aren't that bad, but there are was around it if they are.
Erh can't you contact the mod about it? We can't really help you, the game mod can. Maybe he didn't notice, maybe there is a reason behind it.
It is kind of hard to follow what you are saying, but looking at the game's forum the moderator is trying to work with you. You stated your concern now you need to see what he says before accusing people of cheating. Also it has not even been an hour since you stated specifically where the issue is! You need to chill out man and be more patient. In games cutscene skips do exist so it could be that. Sometimes different versions of games change how scene skipping works.

Also pretty sure that even if your run is rejected it still shows up on your run count, which yours is at zero.
