Its not been debated yet on whether to accept or reject runs that have partial amounts of people for one setup vs the final. Generally though, all runs submited now have had the same amount of people in all setups and final so we go by that. But i'm open to hear arguments as to why runs should be allowed if they dont contain the same amount of people or the same people by the final.
I'd say they should be allowed even if not everyone is in the finalle because the run goes from the first mission to the finale. It's not only about the finalle. If someone did something between all of that, then they're already being included. Also, in my opinion, if everyone needed to be in the finale, then everyone would also have to be in all the prep missions as well. In the case of the CP heist, this meant players wouldn't be able to "steal" from each other anymore,'cause they'd all have to be in the same organization, doing the same mission, all the time.
