I was going to submit a run for MW2019 Old Comrades, but I don't know what "time with loads" and "time without loads" means. Can somebody help me out?

In general, time without loads means that load times are excluded from the final time. A lot of games have inconsistent loads, so in order to be fair to everyone they are removed. In the future, ask game related questions in the specific forum for that game.

got it, thanks, I couldn't post in that game's fourms because it is apparently only for mods and I don't have discord in addition with my acc not being a week old yet

(I agree that prohibiting use of the forum is very bad form at best and possibly rulebreaking at worst? But just get Discord. It's really good)
