FPS Capped at 60, HELP!

Hello! As you can probably tell, based off of the title, my FPS is capped at 60. I have tried just about everything, but I'm willing to do it again if you tell me what to do. Obviously I've done "fps_max 99.5", and while it shows up in the files that the new cap for FPS is 99.5, it still won't update the in-game cap. If I set "fps_max" to anything below my refresh rate (60 hz) the game will update the FPS cap instantly in-game and in all configs. I've tested to see what exactly the problem is and found out a couple things:

  1. The problem only occurs in the WON version. The latest release has no problems. I am currently using the 2005 build package with Bunnyhop XT and RInput, if that helps.
  2. I have tried enabling and disabling just about everything in my graphics settings and nothing seems to help. I am currently using an AMD RX 580 card. I saw an option called "OpenGL Triple Buffering" that seemed to enable V-Sync for OpenGL, so I tried turning it off. No luck.

Any help/advice is much appreciated! If there's any info you would like to know, just ask! I can look into just about any file you want me to if you tell me where to look.

Update; I switched to D3D renderer and now FPS goes up to what I set cap at. I'm fine staying on D3D if it's the only way to maintain, but is there any way I could get this to work on OpenGL?

Just out of interest, if your refresh rate is 60hz, than why do you even need more than 60fps? it wont change absolutely anything

Was watching a tutorial on getting started speedrunning Half-Life WON, it showed that you should set FPS to 99.5. I'm fine with how the display works, but it seems like something about the gameplay changes with framerate. Correct me if I'm wrong, but Half-Life 1 runs on an FPS based system, not tick-based, right?

if fps dont change with fps_max command use this commmand: "fps_override 1"

If you have a video card from Nvidea then go to the Nvidea control panel in the 3D control panel and turn off vertical sync

You also can try first turn of vsync in game if it is steam version, no need of full turning off vsync.
