There are like 3 people total who play this game actively right now, way less than H2. So I'm leaning towards no. I'm not even sure if H2 extensions was a good idea, with many categories still empty. And we have like up to 10 active players on H2 extensions.
There are a good deal of old H2016 runs that fall under extension conditions (fiberwire, sniper etc), but I really doubt people will be clamoring to submit 3 or 4 year old runs. This might be somewhat feasible if I submitted every historic extension run I could find without asking permission, but that also runs into ethical issues.

Yeah, I am also leaning towards no. Of course, that might change if there is a sudden spike in activity, but for the most part Hitman (2016) been rather deserted after Hitman 2 was released and I don't expect it to change - the game going free to grab on EGS certainly didn't have a big impact.
