Is it allowed for speed runners to skip the Hollow but fight the resourceful rat?

Yes, you can go to the resourceful rat on chamber 3 if you want, but it's slower than just clearing floor 3 and floor 4 in 90% of the cases imo, the chance of actually saving time by going that route is very slim, but it is allowed if you want to. (sorry for the late response)
