You create them. Try using live split. It might take you awhile to learn how to use it. :) You can edit the splits yourself choosing to do it however you like. Keep rocking buddy! ^_^
Here is a tutorial on how to use LiveSplit.
I watched it already but im so confused how like it switches because if you have to go fast and theres like no cutscene and you just gotta go on and on how do you skip to the next split in the middle of everything

As for splitting or skipping split without pausing the game or anything, it's something you get used to while speedrunning. Most people wait a bit before skipping splits though (they mostly wait for a moment where you don't have too much to do in-game).
Ive got one more thing. when i try to start, skip or end a run i always have to tab out of the game and do it or else it doesnt work.. do any1 know how to fix it?
If your game is short and it doesn’t have a lot of downtime for splitting, maybe consider not using splits and just using a timer instead. You can still use Livesplit but you will only have to worry about hitting one button/key to start and to end.
If you really really wanna be able to split and do all that during a run but don't have the ability to split you could always look into getting a foot pedal for splitting
