How much video manipulation is allowed?

I am recording a game on the Oculus Quest. The built in recording has a known problem where the audio gets out of sync because of the variable frame rate. I can fix it, mostly, by re-rendering with VLC to even out the framerate and speeding the audio up by .5% in the video editor. That is a heck of a lot of manipulation. Is that OK, or should I leave it the way it was originally recorded?

You'd have to ask the mods if that's allowed but my guess would be that if it's a common issue then it's probably fine.

Yup really depends on the specific game's rules/mods/community.

For instance, I stream on PS4 but I don't want my chatroom's text to be on my videos forever. So I edit in a black bar to censor it. Never been an issue submitting to SOR4 but I could imagine other game's communities having a problem with ANY post-stream editing (especially the types of games where runs are separated by frames not seconds).

Seconded. When I was a baby streamer, I had problems getting my audio to record because Mac is weird. I asked about it in the forum of the game I was submitting to and they were okay with it. Later on, I had runs rejected from another game because the layout wasn't specific enough, so it really does depend on the mods/community. Make sure to check the rules and ask about it in the game's forums.
