Not sure about "Free", but Monstrum corresponds with the following:
- Under 15 minutes (fastest runs lies in amount of 1,5-12 minutes depends on categories)
- On PC
- FPS
By the way:
- No bunny-hoping required - only run with holding Shift
- Stamina of protagonist is unlimited

Nearly the entire Game Boy library is under 15 minutes.
We have very accurate emulators, in bgb and gambatte, so they're allowed on almost every board. So you could use a PC.
And, uh, technically Faceball 2000 is an FPS :p
Total Party Kill is on PC and mobile, takes 2-3 minutes to beat, and is a platformer about sacrificing your allies in specific ways.
