Is Vice City outputting to the default audio device? You can check in 'App volume device preferences'.

I've had similar issues when trying to output to something that isn't the default.

This is known, people were talking about it today. Nobody has found a fix except simply undoing the update to windows. If you search "update" in win10 you can go to 'View your update history'

from here you can uninstall the most recent one for the time being until a proper solution is found.

You have to right-click the default speakers on the playback tab and then select "properties" and go to the "advanced" tab and uncheck "Enhanced audio" box.

It's working for me even with the win10 update (correct me if I am wrong with something)
