So I still haven't finished a run of VC (no matter how bad of a time it could possibly be) because I just can't do the dupe-ing.

I tried for 2 hours yesterday and about an hour and a half today, still no luck, whenever I get in the cherry popper van, its like a cut scene happens, then the "Welcome to vice city" loading screen comes up and I think it fails the mission instantly :(

I checked out a part of your stream where you tried to dupe. It looks like the biggest problem is that you are getting the phonecall before you warp back.

You need to drive to the Ice Cream van as fast as you can, get in the van, AND then get back on the bike without getting a phonecall. I also noticed you didn't skip the Ice Cream cutscene (from what I've seen). To do that just press W when the cutscene is running. You could press W + Space so the van doesn't move too much. Once the cutscene is skipped, press F and get on the bike immediately.

If you happen to be too slow, then there's still a backup strat that you can do with the Police Cheetah nearby.

Don't worry if it takes a while to get good at it, for me this probably took the most practice. :p Oh, and the 'Welcome to Vice City' screen is normal, like tSu_nAmi said.
