Rules regarding starting new runs

Hey, there's recently come up a need for a new rule to be added regarding starting runs. This post is for transparency's sake so that nobody is surprised when they're added to the rules properly.

The runs in question seem completely legit, but they use a pre-existing save to start runs. The concerns that this brings is that you could use this save to do something in order to prepare for a run. (ie. activate Reino for No Diploma) This is why we've decided with O_Circles (the only other mod) to add the requirement to start a fresh save into the rules. I don't want to imply any kind of bad motivation on the runner's part, but this is just a precaution to prevent some obvious advantage gains for categories which should be New Game only.

This rule really should've been implemented in the first place and all runs that are currently on the leaderboard already adhere to this by either creating a save with a new name, by dragging an existing name into the toilet and then using the same name, or using a macro to perform the latter. The exception for this mrbrax's run for No Diploma, which wasn't submitted by him, has a very uncompetitive time and appears to have been added mainly for legacy's sake, AFAIK being the first "No Diploma"-run before the SRcom page existed. (as a matter of fact the video is missing the first ~1:40 minutes of footage so it probably shouldn't be on the leaderboard if we're being really anal)
