Starting September 1st, 2018: Tabbing out/clicking off the game is not allowed during the run. Any runs submitted on or after this date will not be accepted if it breaks this rule. After the timer stops, clicking out of the game to skip the credits is still allowed.

I mean, count how many cutscenes there are in the game, do this for all of them you've basically saved more than a second.
Not like this version has the best timer to begin with though honestly, and it's broken by the fact cutscenes proceed via audio cues and not via framerate. Same exact issue Silent Hill 3 faced recently (areas proceeding via audio meant free timesave for people who were lagging) and I'll put it the way SuperGamer put it: if you have a worse PC you save time during cutscenes for no reason.
