Where do you draw the line for what is and isn't "tool assisted"? If I use a controller and need software for it to work with the game, is this not "tool assisted"? Any hardware/software relation for that matter. If I get a new mouse because I couldn't perform as well with my old one, and this mouse's software maybe even provides me with certain capabilities which weren't possible with my old mouse, am I not using software to benefit me in the game? Is the frame limiter not affecting my GPU to benefit me in the game? I don't technically need to use a controller to do anything, but I feel it makes certain things easier to do, and clearly no one has ever had an issue with this, nor has anyone ever brought forth any issue with any other example I've given. If you don't agree, then please, provide a rational argument. This discussion should be about more than this specific moment in the run, focusing more on where this imaginary line is drawn and why.

This isn't a problem that has a hard line. Each individual case has to be dealt with on its own accord. As much as everyone hates arbitrary rules, sometimes they are necessary. I think everyone agrees that remapping controls is allowed as long as one keypress still equals one input. Nobody would argue that you must use a specific mouse sensitivity either. Are these decisions any different?

Any one of these decisions has no true bearing on any other one. Bringing them up when a new one arises is just pointless. Vsync is an existing part of the game and the discussion is involving using another tool to do essentially the same thing. Comparable example: Would we use a separate tool to change something like vehicle density instead of the existing in game option? I sure hope nobody would advocate that.

So getting up is easy on 80 FPS and Vsync limits your game to 60 or even less than that? Somebody explain to me why just using Vsync isn't an option then? I haven't seen an answer to that in this thread.

Enabling Vsync will gravely increase the amount of time it takes to load. For some reason having your FPS limited on loading screens is something the game doesn't like. The lower the FPS is limited to, the longer it takes.

In any case I vote E) Allow an external frame limiter, but have it either on or off during the entirety of the run, no toggling and switching mid-run, or use the ingame option.

Kyle makes a good point that booting GTA5 in the background is likely to limit the framerate too. The definition of 'frame limiter' is weird to me.

Will limiting the FPS to 60 by external frame limiter also make loading times really long, or is that a vsync only issue?

That is only the case for ingame vsync. Driver vsync or external framelimiter don't increase loading times.
