there are no moderators listed in a game i've submitted multiple runs on. does this mean they will never be verified?

no that means they used to be a mod

If a game has no moderators or its moderators are inactive, you can take up moderation duties yourself by requesting it in the support hub. If you don't want to be a moderator, you'll have to wait for someone else to do this.

Super moderators and regular moderators can verify their own runs. Only verifiers cannot.
