Since that discussion started in Ilias chat a quick voting on that topic.

Should it be allowed to use a 3rd party tool (such as bandicam or dxtory) to toggle an fps limiter mid run.

A. 3rd party tools are TAS and should be not allowed

B. Allow framelimiting for the helicopter part in the last mission so people with too fast hardware are able to beat the game

C. Allow it everywhere. Even if everything else is beat able with current day hardware.

A - Workaround is changing the Vsync options to half refresh rate or w/e in your GPU control panel.

Personally, I don't have issues with getting in the heli, but if you can't get your frames low enough a limiter should be allowed.

As for bikes, use Vsync if you can't turn properly. Side note, obviously bikes will spin out if you try to turn at high speeds; that's just how the game works. This shouldn't be blamed on FPS issues.

I use vsync and never have issues with the helicopter. Unless there's any reason vsync doesn't work, A.

the issue is, if you have a high end gpu, and crank all the settings, but the resolution setting cant set your refresh rate lower than 50hz you end up with 44fps, which can still screw you over unless you have two input methods (two of the active runners don't)

If you're still getting 60 fps with all of your in game settings maxed out and vsync turned on (without your GPU setting set to "half refresh rate"), it's impossible to pull yourself up with a single key spam. It is however possible with the combination of a controller button and another key bind being spammed.

PW, didn't you say you've always used the double spam? Regardless, what FPS are you getting during the climb? And Dispersor, how have you prepared for the climb and what's your FPS during it? I assume, for both of you, you either were already getting less than 60 FPS at that point (without vsync turned on) and/or increased some settings to get less/somewhere between 30-60 and/or used a double key bind spam with your FPS at or below 60.

The point here is that, both right now and in the future, even with maxed settings and vsync turned on (without your GPU setting set to "half refresh rate"), some people will never be able to get their FPS below 60, no matter what, unless they're given a refresh rate option in-game of something less than 60Hz (which I and others don't have) or limit it in some other way. (and we can't force these people to use a controller)

One problem: After trying what Jolzi mentioned, I assumed I would be locked at 30 only if I turned on Vsync in-game, but it actually is locking me at 30 at all times, so that won't work. We need to figure out a reasonable option for people who will never be able to get less than 60 frames. Reminder that this doesn't describe my situation at the moment. I can get a bit less than 60, probably 50-55, with everything maxed and pull myself up regardless of the combination spam.

BTW, those of us on 1.4 aren't locked at 53-55 FPS with Vsync. Odyssic said he was getting 55 with Vsync on, with version 1.7. On 1.7, Vsync limits your FPS to 60. Just an FYI.

I don't know what button spam this is about but can't you use the mouse wheel? Or two mouse wheels, one up, one down, depending on which buttons to spam. In SA, if you roll the wheel slowly, it accepts every input, it seams, but it is still way faster than button mashing. If you roll it too fast, it ignores so much input that it is counter-productive.

With vsync on and draw distance maxed I get pretty low FPS. I've never measured it, but I'd guess it's 30 or less.

Hmm, Nvidia drivers have a built-in frame rate limiter (in addition to vsync) that is accessible through a third-party program, (Inspector, for example,) giving several choices between 30fps and 60fps. It must be set before you start the game, meaning it doesn't modify the environment or the game while it's running. Perhaps this wouldn't be considered a "tool" in the TAS sense but would allow one to choose a frame rate that is simultaneously playable and safe to complete the mission?

I've never tested it in this situation, though. One caveat: I have to reconfigure the limit fairly often as it seems to reset itself after reboots and driver updates.

If streaming decreases my FPS by 15%, is this not tool assisted? If running GTA 5 in the background decreases my FPS by 30%, is this not tool assisted? If running software in the background decreases my FPS in any way, is this not tool assisted? It shouldn't matter what my "intention" is behind what I chose to run in the background and why, should it? What if I prepare some recording/streaming software to start up an extremely high quality recording and/or stream of my gameplay which will definitely drop my frames by 50% or more once the hotkey is pressed? Oh, my intentions are "bad"? Very funny.

I vote D. : "Frame limiters" are not allowed, but streaming/recording software is allowed.

(Obviously I'm voting C. because B. is a total joke. Anyone supporting the sarcastic option which is D. knows how ridiculous it is to not allow the frame limiter at all times. The moment you only allow something for a specific moment in the run, you're making yourself into a fool. Get real.)
