New Glitch Discovered

So as a kid, I discovered that very rarely, this strange glitch used to occur where B-Doings would launch Pac-Man insanely higher than normal. I had no idea what caused it until earlier this week, where I discovered that bouncing on the very edge of the B-Doing and slightly lowering the game's framerate produce this result quite consistently, as shown in the video.

Since I have no means of attempting it myself, I hope some people who have consoles can try it out to see if this glitch works on any other platforms. Unfortunately, I don't think it will, because console frame rates can't be reduced nearly as easily as on a PC.

The question that arises is: is this glitch even allowable? I know of many games where the moderators have put framerate restrictions on speedruns because wacky random crap like this can happen. I say it should be allowed because the PC platform already has many speedrunning disadvantages (horrible load times), and this glitch isn't even game-breaking at all. But, I also want to get everyone else's opinion on this, so what do you guys think about the allowance of this new glitch?

I think that if someone can pull this off on console at least once, it should be allowed.

It should be allowed, but because its nearly impossible on console (as far as i've tested atleast) It most likely would not be used unless its on a PC run, but due to the lower framerate you showed for a consistent way of re-creating the glitch it would make the run maybe even more slower for PC
