I wanted to ask, if anybody knows a way to stream ps4 gameplay with OBS without using Remote Play, as my Computer isn't able to run Remote Play (Win 7 x64)

^ Get any old Capture Card
The usual referred cards are made by AverMedia or Elgato for usage with OBS an internal one would be best, so you cut down on the delay.
My suggestion for minimal delay and good performance is seek out an internal AverMedia card I've used them and still do with next to no delay. They are a bit pricey but they do the job nicely for capturing hdmi sources, I can even capture GC and PS2 with it using an rca to hdmi converter and the capture card makes the vast majority of my sources look better then what I would see on my output normally due it its encoding.
Elgato cards from what most people I know that have had them have some minor to major delay depending on which ones you get and what the input source is because of how the encoding for them works. Take a look at the sites and compare them and figure out which brand and type of card you want to get and look on either amazing or similar to find someone that retails them.
