Would it be faster if u were to clip through the top layer of blocks here at 1-1?

It wouldn't be faster because if you clip through the top layer mario's momentum would slow down.

If mario enters a block, his x speed decelerates to 24, the maximum walking speed. Regardless of if you hold B or not.
It would take him more time to accelerate past 24 than if you just go straight to the pipe.

No, one, it wouldn't be easy to do in a run, and two, it would be slower because you have to slow down before clipping into the blocks and you have to slow down to get into the exit pipe quickly.
