Frame Perfect Spinpounds?

I still can't understand how people do these things. How does one person spin the control stick around twice on a single frame? Is it drawn out more? Any tips or explanations would be appreciated.

I believe that for most of them, you can start spinning during the cutscene before you can control Mario, so you can get the spins in without wasting any real time.

I'd watch smallant1's movement guide video for a full explanation, but basically, you can spin the control stick during cutscenes and loadings as well as Mario's actions, usually dives. You can't always buffer a spin, most noatably, you can't do it after a death animation, but also a few other places.

OK, but even with that, how do these advanced runners spin so fast? Like watch a video where Fearsome Fire just kinda plays around with the mechanics, you'll see what I'm talking about. I can't be the only person that questions this...
