I just turn my windows sensitivity down to 4/11 rather than the default 6/11, then turn the game sensitivity down to 1 with 800 dpi works perfect for me.

I would be happy if some kind of Y-sens fix was allowed, as someone without a mouse that can change DPI.
But in my opinion this is going way too far:

Most people think that the Y-sens fix itself is going too far, I suppose that's why it's no allowed.
Leave the ingame sensitivity at default, and then adjust your mouse DPI until Y sensitivity is correct. Then adjust the ingame sens until your X matches your Y.
Basically, the in game sens only changes X axis. I personally have the in game sens at default and only adjust my mouse DPI.
EDIT: And yeah what blacklev said, just adding features isn't how speedrunning works :P
There's no reason to allow a mod that fixes an issue when it can be fixed easily without the mod. You don't need a modern mouse or external software to change dpi

The Windows mouse settings have no effect, so how do I change sensitivity outside SA in a way that affects SA?
The GTA:SA community has been deteriorating over a long period of time. Many top runners are not currently present on the leaderboard. This issue has not been seriously addressed yet, but an attempt will be made to remedy it now.
As of this news post, the San Andreas leaderboard will function in
