Timing incomplete runs (Not a joke)

So I'm not going to mention any names, or the name of the game I'm talking about, as I don't want to make it sound like I'm targeting the individual in question.

I moderate a certain game, and for that game we have several IL categories. A certain runner uploaded an IL a few weeks ago, but the video doesn't show the very end of the run according to our timing rules. I rejected the run, explaining that the run was incomplete according to the rules.

A few days passed, he submitted the same run again, with the same video, with a few seconds added to the total time. I once again rejected it, explaining that adding a few seconds still can't get the run verified, since it still is not completed in the video according to the rules.

He submitted the run again today, with the same video, with a few more seconds added to the time, with a long paragraph in the run description basically stating that the rules should be bent for him because "all he had left to do was X" and "he's the only person running that specific category for that specific level".

At this point I'm at a loss. One part of me knows it would be wrong to verify the run knowing that it's incomplete by our rules, as this opens up the vortex of "He got his run verified even though <grey area> so <even greyer area> should be allowed. Another part of me wants to verify the run just to create peace, even if it's just for the moment.

What would you do in this situation? Any advice would be greatly appreciated. Thanks in advance.

Reject and explain once again. If you give in to your feelings, you'll regret it and it'll cause worst problems further down the road when said person keeps doing it and knows you'll give in.

Simple as that.

if the rules are clearly laid out on where to end the run and that run does not meet that criteria you have every reason to reject it.

The rules are the rules. There isn't room for emotional appeal, either they were followed or they weren't.

Don’t follow the rules, don’t approve the run. Don’t know how you could even consider any other options. Rules aren’t made to be bent or broken.

If possible maybe send the guy a message telling him to stop resubmitting the same video because you're not going to verify it.

If you have rejected it before, continue to do so. If your rules state it must be whole, then it is not, therefore it must be rejected. If he insists on submitting it after you reject it a third time, perhaps it may be due time to involve site staff.

Reject as many times as you need to. Let the runner do a complete run, then it'll be approved and listed.

Don't make exceptions, reject it. If the runner abuse after a lot of rejects, tell his username to site staff

Yeah, just reject it. Exceptions shouldn't be the way to move forward, if there's something wrong with the rules, that should be discussed in said game's forums. That's not on you to set up, however, that's on this other runner to provide good argumentation to change them.

"All I had to do was record a bit longer" and "I'm the only runner doing this category" are not good arguments.

I once submitted an incomplete run in a game, and that was rejected because it was incomplete, so I went back and did another run which I submit (this time being a complete run) so this is what the runner in question should do. If the runner hasn't followed the rules of the speedrun, then the run shouldn't be allowed. If the runner continues to submit the same incomplete run, then, in my opinion, there should be a way to prevent the runner submitting any more runs in the game that he's trying to submit to.

Speedruns have rules, and they should be followed. If they aren't followed, then the run is not legitimate and should not be approved.
