What about a max infantry percent? To get this you have to train your troops and then go to war and have them leveled up through combat.

Hello there! Just read about your idea (I'm not a mod btw.) Just thought I'd reply to you. I feel like this run could be VERY rng based. Why? Because generals give you an xp bonus. If you don't get a general with an xp bonus as soon as you start this run it's pretty much just a restart. Anyway it's an interesting concept, and very different from current runs. I don't know if it should be implemented though considering now it's mostly skill based although some rng on the side with the events.
