I want to run this game without using any glitches. Could a new category for it be made?

Just run it on the current patch. The only "real" glitch I recall that's still in are the pipes in Studiopolis 2, and it's not worth creating an entire category just for one stage.

there's a LOT of ways to fly over the map, like the trick i found in oil ocean 2 as tails that let me snag the top spot for a short while i can understand why you would want a category without that kind of stuff
