I guess there's no real harm in it, but they don't even have all the same runs, so it seems a little silly to me.

I think it's a case by case kind of thing @SpiderHako. Many DLC's are simply accessed from within the game itself, which, yeah, that would silly to split off. But stuff like The Last of Us Left Behind, Assassin's Creed Freedom Cry, Watch Dogs Bad Blood, Prey Mooncrash, which have their own separate game menu and whatnot, I think it's defensible. (Not to mention Left Behind and Freedom Cry were later released as standalone games in their own rights)
