Can console savefiles be shared (easily/legally)?

We're figuring out the leaderboard and categories for Ghost of Tsushima right now and there've been a couple interesting proposals that rely on starting from a post-game state. It would take many, many hours for runners to setup savefiles for a post-game state, with upgraded gear, and the content wished to be run untouched.

To be perfectly clear, I don't think that's a problem, but I can't deny that it would greatly increase the popularity of such runs if we could all draw from one community savefile, like a PC game could. So is this in any way possible?

Assuming you have a way to load the save file onto a console, I don’t see why it wouldn’t be allowed (unless a community decides otherwise). Skyward Sword does this I believe by using a Hero Mode save that’s added to a homebrewed console.

If you’re asking if this is possible on an XBoxOne/PS4/anything modern, then I believe the answer is “probably not”. PS4 can maybe do this if someone purchases a tool that lets them access and modify their save files, but I’m still not sure even a tool like that would allow you to use a remotely downloaded file.

Well yes, PS4. Perhaps I should have specified that in the title, but Ghost of Tsushima is a PS4 game. Through my own research the answer seems to be a big fat no, but on the off chance I'm overlooking something, that's why I posted this.

I would assume that save files are tied to user accounts so unless you share accounts (which i would think would need PS+ for cloud saves, then theres the concerns about privacy and sharing accounts) i highly doubt you could.
