The PC Engine Duo/TurboDuo is your best choice. Even though it's expensive, it's region-free and comes with the CD add-on (in case you would ever want that). English is faster, but it is very expensive. I choose to stick with Japanese to keep the playing field even.

The King of Tennis isn't in the Japanese version. The final boss is, instead, the first enemy in the game with the same play ability of the King of Tennis in English. Just to let you know, you're not in the Japanese version.

New Skip- Beat Quest Mode with no bosses

A new Skip makes sub hour possible- you don’t have to do the six regular bosses and can access the final boss as soon as you have the Inner Tube. You do have to be able to beat him without the Magic Ball, which isn’t too difficult with the Large Racket and a specific return strategy.
