http://www.dependencywalker.com/ ctrl+o -> SA launcher -> f9 there should be a path to dinput8.dll, that u had put in sa folder
- if it isnt, then just put dinput8 in directories that make sense, i assume u have multiple SA, ramdisk etc
- if it is, and it doesnt help, then cut it from that directory and replace the one located in windows/system32 (backup original =) )
in dependancy walker-> file-> close -> ctrl+o sa launcher again, just to make sure it loads from windows/system32
I just use the mouse fix ASI (needs an ASI loader too, I use Silent's ASI Loader) and also have the game limited to 1 core too just for safety. ;)

Right clicking the .exe and disabling both Visual Themes and Desktop composition does the trick for me.
I never hear people say to disable both, only just one of them.
The GTA:SA community has been deteriorating over a long period of time. Many top runners are not currently present on the leaderboard. This issue has not been seriously addressed yet, but an attempt will be made to remedy it now.
