How 100% ILs Are Judged

As of recently, I've been rejecting a lot of individual level runs because of where they're placed. For the sake of clarification, I will explain here the difference between these two categories.

The purpose of the 100% category is to beat the game from start to finish without any initial upgrades or money. This is the purest form of gameplay, as upgrading your car from earned winnings is how the developers intended you to play the game. With individual levels, you have a few ways of approaching a proper, verifiable setup. The way I see it, you can choose three options:

-You can use a password that was earned from a previously completed 100% run.

-You can generate a password using the password generator in the resources tab.

-You can savestate on the level ticker to keep retrying a race for individual levels.

Finally, when uploading a run, post your upgrade path in the description. If you have more upgrades than you are supposed to on the level you are playing, your run will be immediately rejected. For instance, if you use the password glitch to get the best engine on a track that wouldn't allow you to buy the upgrade because you technically wouldn't be able to in the context of a 100% run (which would be any track in Australasia and Britain), your run would be rejected, since you couldn't possibly buy the $80,000 upgrade during the first two countries to begin with. Aside from cheats, the only thing that matters is clarification of your upgrades in an IL run.

I think the best way to do Individual Level attempts is to create a savestate based around the money given for that particular country.

Also noted, that I think it's best to time I'L's as IGT instead of RTA since the external timer would be inaccurate, and anything that the game processes at end of runs for the Race Results screen are the most accurate way of telling what time you have gotten since the IGT can sometimes be 1 millisecond off from what it actually processes when you finish a race.
