He might be talking about 8-4 1st room, where he got 8-C when exiting the room; but in that knowledge, 8-C is TAS-only, so idk exactly what he's talking about nor do I know when/where he said that.
i think he meant getting 8-C full level, not first room! 8-B > D > 2 (frame 063) > C+2

8-C means the speed of either your 8-4 or a specific room in 8-4. It is usually referred to when talking about 8-C walljump
