You can play it on Offline Steam Mode, but if you want to play another game and you need to be online, you can change the Cuphead properties:

@BigBoy whats not working cause if its a problem with the console not showing up look in the comments of the linked video for fixes

@ChilledEcho the console is showing up just fine. but when i put "download_depot 268910 268911 3578133244580719506" in the console, all it does is download the current patch.. (note that im sharing a library with someone and i do not actually own the game)

@BigBoy yeah same here did you download in offline mode? if not i might try that out

@ChilledEcho i tried downloading in offline mode but then i couldnt actually play cuphead since i was using a shared library

Might wanna add you can now revert to Legacy Patch from your Steam Library. Right-click Cuphead, click "Properties", click the tab called "BETAS", then where it says "Select the beta you would like to opt in" select "legacy - no patches -- use at own risk".
