Is it required to upload the WSplit time file to Splits I/O to validate the run? I had a PB last week but I can't upload the file until now for some issue with Splits I/O.

Splits generally aren't verifiable information for most games. Games that use auto-splitters and load time removers may have reason to require splits files though. Generally no, but left to moderators in certain cases where it is useful.
