KomradeKontroll, I get this is the go-to response to people who post here, but you should really research the Twitters before recommending people contact them there.
In the case of the first game, the only mod has a total of 6 tweets all of them from January and 2016 (so very inactive). The second game has a single mod with very few tweets and they are all in Russian. The person actually said this in their initial message when they posted here.
Neither of those Twitter accounts are indicative of being useful for communication so suggesting that people contact them there really won't accomplish anything.
Doesn't look all Russian to me.
This is a last resort thread. At least make an attempt to contact them on twitter.
Hi, I'd like to request being a mod for Bad Rats: The Rats' Revenge (http://www.speedrun.com/bad_rats) (I know it's a bad meme game but I like it) There have been people uploading runs that don't follow the rules every now and then that don't get removed for awhile. The mods have been offline for about a month each. If I don't get accepted for mod, I'd appreciate if someone could look at http://www.speedrun.com/run/yw1k1r9z and reject it since it doesn't follow any of the rules. I've sent a message to yaranzo (the original mod) on twitter but their twitter looks very inactive so I'm not expecting a reply.

@KomradeKontroll Both of those tweets are just song names. The only other English I could find on that page was a retweet, and moreover the most recent post is from July.
He might still understand english. People often get emails or push notifications off of tweets. I'd at least try, but ohwell
I am formally requesting to be a mod for www.speedrun.com/Typoman. I have been waiting over a month for my run to be approved/not approved. I have reached out to the only mod on Twitter with no response.
Requesting mod for X-Men Reign of Apocalypse ( http://www.speedrun.com/X-Men_Reign_of_Apocalypse ). The lone mod hasn't been active for 1 month. His/Her Twitch/Youtube/Twitter accounts all seem to have been deleted. Maybe they are just incredibly hard to find.
Hello, I would like to apply for a "Hyrule Warriors Legends" moderator position, because there are four moderators and two have not logged in and the other two did not respond to my speedruns, could I be taken into account to be moderator?
I would gladly volunteer to be a mod of the game Insurgency. It is because the only Moderator hasn't been active for 3 months. Social Media seems uncontactable anymore too. I would gladly wait for a response.
Hello, I would like to be mod for "Astérix & Obélix" on the SNES, GBA ... I requested a 100% category and to seperate the plattforms, because there is a huge time difference. The mod seems to be inactive.

I currently mod Lost Kingdoms 1, but the supermod for the Lost Kingdoms series (who also mods LK2) has been inactive for over a year. I'm requesting to be made mod of the whole LK series.
After a bit more research the mod's (gilgatex) Twitch/Youtube/Twitter accounts have indeed been deleted. The user's other runs link to videos that are unavailable. I'm not sure if this person will be returning to this site. (http://www.speedrun.com/X-Men_Reign_of_Apocalypse)
I'd like to request to be a moderator for Kaiketsu Yanchamaru 2: Karakuri Land. Submitted two runs, the first of which was over a week ago, and heard no response on either of them. Tried reaching out to the game's sole moderator on Twitter, heard nothing back there either.

The mod has alot of social media links so it is hard for him to check all of them. And he is active on the site. Try posting a thread in the Forums section and wait 24 hours. If that doesn't work, come back and say that it didn't work
