There is an any% and 100% why not low%? it would mean doing alot more routing and would need alot more skill as you cant collect powerups not even stars (which makes 8-8 harder).

Having low% in IW is fine. Not really the same for IL: it would coincide a lot with normal any% ILs. I'd personally leave another "low%" variant as it's been done for banktoads in Super Mario Galaxy 2.
