If it's typical color palettes you see on emulators, we likely wouldn't have a problem with it. If it's some wild and crazy stuff like a green sky, then we'd rather you not do that.
Do you have a strong case to warrant a consideration? "Why not" isn't a good reason.
My current stance is that I don't see why it should be. It's not a super popular category and has an abnormal ruleset from what you'd generally see as a main leaderboard category and it's not one that people are really looking for when they explore SMB1 speedruns.

NES Classic and FC Classic should be the same framerate. That being said, both of them are capped at a flat 60 FPS because they are HDMI output consoles. The HDMI itself is capped at 60 FPS, so there's not really anything you can do there. Essentially, you lose half a second over NES/Emulator every 5 minutes. If you're not going for sub 5:00 Any% times or high level Warpless times, the time loss isn't that big of a deal in my opinion.

This is done to give more favorable patterns in some parts of the game. Bullet bills, Bowser patterns, etc.
You can use any controller you wish basically. You cannot use functions such as turbo or anything else that you can't do on an OG controller.
Yeah, we changed that years ago. All submissions must include a video. To keep it short, people were very obviously abusing that threshold.
After a discussion, it seems we have decided to not allow that. You can't do that and get the same result on console.
