You need to have the 15 stars for MIPS to appear, since you only had 14 when you arrived at the castle, that's why it did not appear, because it is the same area where MIPS appears. Simply catch the star of the Toad before doing the last of level 6, so that when you leave the level you already have the 15 stars, and that is how it will appear.
