@TheMahr So to directly answer your question "How do you set that up?"—the site doesn’t currently support exactly what you’re trying to do.
One workaround would be to have runners put their completion percentage in the hours slot. Using your examples, those would read 15:30:00 and 20:25:00, so the 15% run would appear as better on the leaderboard.
Another way is just to make a regular category with whatever the the theoretical and/or achieved minimum is. Something specific like "15% Completion."

I can also tell you off the top of my head that Pokémon Omega Ruby, Alpha Sapphire, X, and Y all have only one save file.
With the exception of Fantasy Life, save files for cartridge games are on the cartridge itself, so you would not get an extra set of save files on a different system. You would be able to get an extra set of save files by downloading the digital version of the game. There is also a free app on the 3DS eShop that allows you to move save data from a cartridge to a digital version.
Do you mean that it’s a new game that you want to add to the site, or it’s a category you want to add to an existing leaderboard?

That I’m not sure about, as I’ve never tried it. I think you might be able to get answers if you join one of the Wii U Facebook groups and ask there.
I know buying a second disc wouldn’t give more save files, because the console would consider the two discs to be identical. (Note that no data is burned from the Wii U onto the disc)
