It means get the brown wool via the preserve method. I believe there are cocoa beans inside one of the dungeon chests to dye a wool. You can then preserve it out via the arrow method.

There is at least one cocoa chest, though 1.6.1 13w18a Removed cocoa beans from dungeon chests.
