For some reason, never noticed the in-game leaderboard. After my recent 22.044 second run, I realized that I was second on the leaderboard by .15 seconds and knew that I had time to spare. While working on this, I also figured out that it's more efficient to go around the outside of the pipe I was using to jump up, as I dont have to navigate multiple balconies. Ended up with 21.417 and the top spot on the in-game leaderboard! AI is truly a pain in the rear, countless times I had the terminals destroyed and on the roof by 16 seconds, and he would never reach the top level.
