The official rules list for the Pokemon Red/Blue No Centers/No Marts category is incorrect.
According to MTGXerxes (aka XerxesTV), the co-creator of the run, the text-skip glitch at the bike shop is not allowed. The run is supposed to be glitchless.
Using a Pokedoll to skip the Marowak ghost is also not allowed, which goes without saying since the only way to get a Pokedoll is to buy one.
The rules listed are basically a copy-paste of the glitchless ruleset with NC/NM add-ons. To your point:
Instant Text is not a glitch. This argument has been had many times. As a side note, you're getting really far into the weeds if you allow one person to make the rules for the categories as opposed to the community/its mods (yes, even if they conceptualized the category)
Skipping marowak is also not a glitch, and it's technically allowed but irrelevant since you're not allowed to buy a poke doll. It can be removed later, but yeah it doesn't make much difference.
