My sister and I were playing mission mode and wanted to submit a time for an IL but when I went to submit the time it would not let me submit it because she doesn’t have a speedrun.com account. What should I do?

speedrun.com doesn't require submissions to be tied to a specific account, in the slot for the second player you can type whatever you want and it'll accept it, whether its an existing account or not.
