If I remember correctly those used to be on the leaderboards already but were removed because no one cared enough to run them.

but that was before we had a category extensions board

That still doesn't change the fact almost no one will bother legitimately running IWs. I also contacted some other mods and they didn't really like the idea of them on the main boards or on the CE boards.

Nothing is stopping you from doing iw's anyways, I have used them to practice on occasion. It just wouldn't be on the the boards.

The other reason besides lack of popularity was how arbitrary they were.
