If a run was done (but not submitted) before the rules were created, but breaks some of them, should it be verified? e.g. PerilousPeanut's 2:09.54 run starts timing when Mario moves, not appears.

In this case, I truly don't think the run should be verified since it breaks the current set rules. In Super Mario Bros., the rules say that the timer starts either the first frame you see "400" on the timer or the first frame you gain control of Mario. If you wait 20 seconds before moving, it the time needs to be rejected or have 20 seconds added to the time of the submission. In the case of Normal Super Mario Bros., we don't have an in-game timer or any way to count the frame before as most of these runs start the recording before they move. In my opinion, we should reject the run unless there is some sort of way we could retime the attempt.

Well, the obvious solution (and the one I used) is to retime it.

Another problem is mods (i.e. sullyrox) autoverifying their submissions, meaning technically they're invalid.

you can verify your runs, but someone will still retime them or check if they're real.
