I figured out that one path exists ,and actually have a decent run of this level. 1st and 3rd lap i've done a second better each so I could see 2:07 happening. If I got lucky and got 30 rings at the very start and got level 3 before the last boost on 1st lap I would probably have 2:06 or better.
