Notable Improvements: When landing on Megaleg's planet, the timing of the jump could be improved, saving around 0.1 seconds. The long jump over the spinning cogs could have been aimed lightly towards the right instead of the left, saving about 0.1-0.2 seconds. The bullet pathing could be improved, saving about 0.2-0.3 seconds. There is no need to do a jump on the gate, saving about 0.1-0.2 seconds. Running on the JPVC could save about 0.2-0.3 seconds.

Difficult Improvements: By using Megaleg's leg momentum, Mario can gain tons of speed when long jumping. Through my attempts, I was only able to consistently get the momentum when Mario was at the part with the 3 bullet bill launchers. In terms of RTA, I don't know if possible to make it over the round gravity part with the momentum, though I suspect it could save at least 1-3 seconds if performed.

Sub 1:29 is definitely possible. However, I don't think it would be possible to get sub 1:28 without using the momentum unless all the notable improvements are made.
