I found that the neighbor can't get you if you have the trash can connected to the magnet in front of you. Also, you can pick the neighbor up with the magnet and take him to your house and he can't get you.

IT worked EDIT: but if you go to his house he chases u

If you throw (hold for a few seconds then throw) an item at him while he is in the infinity jump state then he will look towards where you are at and start jumping that way forever. You might have not got him close enough to your house. Sometimes he walks back to his house if he is in the road.
