I've noticed the movement speed being faster between Males and Females but never thought to bring it up because i thought everyone knew, and i also noticed that the player seems to stop for a brief moment when spam clicking movements
How many times did you test each variable? Since the results are pretty weird, it should be tested properly before reaching to premature conclussions.
EDIT: Wait, did you say you tested walking? Running might give a different results. Also, what about diagonal movement?
Do we have access to any tools that'll set us see in game coordinates and stuff like that?

No, as far as I know there are no tools like that, only editors. I wish there was some in-depth analysis/FAQ about the mechanics of the game.. it would surely help. If anybody knows...
The important thing is that if you're wearing robes, you move slower than without them, for some reason female animation/sprite is bugged and you run faster. Sprite with robes is the same for male and female and you run at the same speed as default male animation/sprite.
EDIT: I tested in the Arroyo village in Fallout 2 and without spamming too much, female is still faster than male.
Has anyone tested if Luck has any effect on random encounters or lockpick/steal rolls?
Also, I think it might be better to pick Skilled and Gifted traits instead of Good Natured, especially if Luck has any effect. You could have S4,P2,E10,C2,I9,A10,L10 and you also get 33% outdoorsman. Unless you really need that many skillpoints, but from what I've seen nobody spends all of them, or unless you need a specific skill level at the beginning.
Luck has effect on Special Random Encounters, most of which are beneficial and allow for easy exit so high luck is a possibility in Single Segment category. The downside of Gifted is that it lowers skills and you can't skip leveling this way. That will also make Military Base a bit harder.
The speech check at the end of MB is pretty tight. Without Good Natured it has lower chance of succeeding.
Oh, I was afraid of something like that :( What about Charisma? Some dialogs have both charisma and speech checks.
Charisma is a pretty useless stat for speedrunning, you can have it at 1 and pass every check. I've recently been using 5 charisma strat to push starting speech to 100%, which with some luck is enough for every check.
I think that actually Hard level would be a challenge... but even on segmented it is a pain in the ass.
So why is Charisma such useless stat if you can have it at 5 and pass every check? :) That should save some time since you don't have to distribute any points, right?
I guess I wasn't clear enough. You can pass the tests with lower charisma but you need more luck for them. If you want to level up at Cathedral then you can have as little as 1 charisma. I'm still not sure if no-levelling is a good idea for single segment, because you can take a lot of time on the doors in Cathedral, so much that the levelling may be actually faster.
