I suggest changing the settings for official mode runs to like here:

First you make All settings are default (By pressing reset settings). After this you made this settings:

Because this is official settings on small tribes (Floating damage maybe turn off ... this for checking settings)

I don't think the original rule set is well thought out but I also don't think your solutions are necessarily good. How does dropping the taming speed to 3 help here. Like I am curious as to your reasoning for this. For example using these settings it would take between 10 min and over an hour to tame a Rex, which is super conservative and that isnt factoring into the farm time to get the feed. If youre using meat this gets much worse. Are you trying to ban taming? or just restrict taming better dinos by making it longer? Why allow taming at all then?

I think the original person who made the rules was looking for a way to accelerate the early game and thrust you immediately into the end game so you could actually just "speedrun" through the game. What it seems like youre looking for is for this to be a long version of minecraft, in which case i argue this should be a different category.

I am interested in running a 2 hour game. I am not interested in running a 7 hour game.

I want to make the settings attractive, maybe x5 (not higher). I know that it is stupid to breed or hatch on speedrun (Do not see on this rates ... this is joke).

For example ... i can speedrun Scourched Earth with x5 rates for 2-3 hours. I will made run and show it. The Center maybe too. I can start this section.

You can level up dinos on island in caves (redwood cave on Island, deathworms on Scorched earth, caves and reapers on aberration ...). There is only one weak point of solo runs - you can not ride dino when you mate made tons of narcotics.

With 100-120 rexes and deodons i can kill gamma megapitecus and gamma broodmother, manticore. (more deodons ... more heal). You do not need craft kibbles ... 2-4 levels will not help you. It is better to spend time taming an additional deodon. And also for frying meat for him. On x5 rates you can feed carnivores with prime or raw muttion (Unless of course they are on the map) that is so easy. You do not need fing 150 rex ... tame what you find (100+) or use guns (There no timer on arena). Teching does not require a long search dinos. Tech requires a certain amount of time. It’s possible to plan.

One thing that hard is dragon and rockwell (Titans on Extinction ... impossible but you can make mek and tame ice titan ... or quetzal and tame desert titan). They requires tactics, maybe bugs, glitches, perfect control, luck. This is interesting.

Maybe solution this problem is x5 rates and "Use Singleplayer Settings - checked" with difficulty=5?

Would we be ok having IL runs too? This would be tek caves and end bosses for each expansion

Time would start when you begin the encounter and end the frame the boss dies

You can have an any% category and a category with the normal settings for full game runs that you suggested

They could also be split into difficulty and amount of players Ex: Alpha 3Man Dragon Default or Solo Gamma Tek Cave Any%
