I guess its' because the category would be incredibly boring and full of refilling?
The lowered ammo count can really suck in some places. The one part I'm thinking of is the part after breaking the glass tube - you'd need to refill your power bombs like a million times because you use a lot of power bombs in that section.
If there's a demand for it, we can add it.
Like pollsmor mentioned, I imagine the category is unpopular because it doesn't add anything interesting. I mean, I'm a fan of any% hard mode, which in my opinion adds some interesting changes because of different pick-ups, different boss fights and a different Tourian, but I am definitely a minority, and 100% hard mode has even less variation from the normal 100% category.
There's four PB refills I can think of, the very silly one immediately after getting them, once before glass tube, once after, and then a fourth at Hi Jump that can be skipped if you're lucky with drops.
I like the category, but it can be more reset heavy than Normal in the beginning for slight mistakes and does have a stricter route which can be discouraging
It would be nice if more people ran it
OK, WTF is going on in the ranking? How come, in the 100% hard mode run, Destructor is ranked first with a longer run than Pollsmor? Is it because he didn't fill the "real time" section and the automaitc ranking messed up?
Out of curiosity, how was the run of Destructor verified?

I responded to you on discord already, but I may as well sum up here:
Zero Mission is primarily an RTA board, IGT second, as mentioned in the rules. You can still compete on IGT if you want, and the leaderboards can be sorted by IGT as well. Currently we do not allow RTA for emulators, that is why they are missing in certain places. This might change.
We verified Destructor's run based on trust. We've raced with him before and believe he's legit. In an ideal world, everyone would have video evidence, and I did tell him a couple of times that he should definitely get a recording setup. If we see a good time coming out of left field, we'll usually do some digging around (or reject it).
