Just curious about the max damage uppercuts I see in phase 1 of the TAS Strat and some others. These are frame perfect, correct?

Yes, in the TAS, they are frame perfect. Doing it 1 frame earlier means he will dodge (or it will deal 15hp when he can't dodge) and doing it 1 frame later will deal 14hp (it has to deal 22). There are 5 (I think? It might be like 7) frames that the max damage deals 14hp, and throwing it after that will do 22hp (which is the window that most people land it in, if you're not doing the TAS strat). This refers to the regular max damage star, not the reversed max damage star.
